The Former President's Woke Warning Overlooks Europe's True Threat: Technological Stagnation.

The recent US national security strategy presents a misguided view of the European Union. It claims that unrestrained immigration and what it terms "woke" agendas pose an existential threat to European civilization. Yet, this argument is based on a fundamental misreading of the situation. The actual danger confronting Europe is not cultural but technological and economic lag.

A Glaring Growth Gap Between the US and Europe

The data paint a stark picture. Between 2008 and 2023, US GDP surged by eighty-seven percent, while a paltry thirteen and a half percent growth for the European Union. Over this period, European income per person fell from 76.5% to just 50% of the US level. Remarkably, even Mississippi now has a greater average income than several leading EU nations like France and Italy.

Today, about 50% of the global 50 largest technology firms are American, while only four are European.

The Innovation Deficit: The Core Question

The growing disparity is driven by superior productivity growth in the United States, largely due to technological innovation and higher total factor productivity. The landscape of world technology leadership is decidedly American. Over the past fifty years, 241 US firms have scaled into companies valued at more than ten billion dollars, versus only fourteen in the European continent.

This disparity raises a vital question: As the competition for future industries like AI, semiconductors, and quantum computing, where does Europe positioned? Experts widely concede it is largely a contest between two between the United States and China, with Europe starting at a significant disadvantage.

Underlying Factors of Europe's Innovation Gap

Several major reasons explain this technological divide.

  • Financing Ecosystem: The US boasts a far deeper and agile system for financing new ventures. The EU still lacks a genuine unified investment market, which limits the growth potential of emerging companies.
  • Bureaucratic Hurdles: Excessive and fragmented rules hinder Europe. A American entrepreneur can introduce a service under one set of laws to access a consumer base of hundreds of millions. The European Union, despite a bigger population size, is split among twenty-seven different national regimes, creating huge internal barriers.
  • Cultural Attitudes: Attitudes toward entrepreneurial failure differ sharply. In parts of Europe, a startup's collapse was once viewed with penalties, whereas in the US, it is often considered a valuable lesson.
  • Defense Spending: The US benefits from a deeply integrated academic-military-industrial complex. Europe's long-term lack of spending in defense has eroded its ability in breakthrough innovation.

A Path Forward: Reasons for Hopefulness

In spite of these hurdles, one can find reasons for hope. European leaders are increasingly aware of the existential challenge and have started to propose substantial change. Key reports on European competitiveness and the single market point to the need for major reforms.

With the right policies and regulatory reforms, these assets might enable far greater levels of business-led breakthroughs.

The continent retains significant advantages: high-quality human capital, top-tier schools and universities, and premier labs. Coupled with a vast domestic consumer base and high savings rates, these elements could trigger a new wave of venture creation.

Importantly, even if Europe does not take the lead in creating next-generation tech, it can still significantly increase productivity by adopting and adapting innovations from elsewhere.

An Inflection Point

The European Union now stands at a decisive moment. As the saying goes, economic erosion often happens "slowly, then all at once". To date, Europe's slide in innovation has been gradual. But, if it fails to take bold steps to address its structural weaknesses, today's slow erosion could give way to a rapid and permanent decline in world influence.
