The Failure of the 28-Article Peace Initiative for Ukraine: How Peace Negotiations Continue to Stumble

Europe breathed a deep collective sigh of relief on Monday, as the tension caused by the introduction of a new comprehensive peace framework for ending the war appeared – briefly – to have been contained. A Washington representative spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its response: a renewed assault of missile and drone strikes on Kyiv.

The Rhythm of Diplomacy and Destruction

The chain of conflicting incidents captured the grim essence of the recent timeframe. By day, negotiation efforts are conducted: positive announcements are issued from multiple capitals. Considerable effort is allocated on restraining certain initiatives. By night, the Kremlin clearly shows the world that, for them, military action persists as the main instrument for achieving "resolution".

After-Dark Attacks

As military strikes unfolded into the early hours of Tuesday, the current condition of Ukraine's defenselessness was laid bare. Ukraine is capable of detecting projectile deployments from across the border, a capacity provided through current data. From observation points, defense planes that had been deployed to counter approaching cruise missiles roared overhead – advanced fighter aircraft provided to Ukraine by Western partners.

Soon thereafter, Kyiv's anti-aircraft weapons activated: defensive missiles deployed against a incoming threat. This was a modern interception technology at work, probably delivered by partner states. Every launch creates sudden vibrations, causing tremors. The brief panic quickly transforms into grim resignation: maybe the approaching threat won't strike its target this time, preventing destruction from catastrophe and further power outages.

Persistent Threats

Not long after, a large-caliber weapon engaged a aerial vehicle somewhere nearby, part of a defensive team – probably allied-provided weaponry. Sadly, the shots failed to hit the hostile drone – it continued its flight toward its destination.

With pauses, this persisted until dawn. Kyiv greeted the early updates: multiple fatalities, devastation and heating outages in multiple buildings as a result of the evening attack. As always, everyone still maintained normal activities – living the war. But those 24 hours encapsulated Ukraine's vital need on Western support – a need that regional partners are evidently unprepared to fill in the short term.

Failed Diplomacy

The comprehensive proposal from US administration provoked deep reactions, discussion and profound anxiety – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after prior negotiation attempts and international summits.

Every new initiative from Washington unfolds according to the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They manage the tension but never actually secure success. This cycle will, no doubt, endure.

Political Considerations

It is easy to blame certain parties of persistently promoting Russian terms. But that does not seem to be the entire situation. Washington works based on a premise well known to experienced diplomats: you cannot win at the negotiating table what you have failed to defend militarily. The American government believes that it is unrealistic to pressure the Kremlin to relinquish the territory that it already controls in Ukraine's southern or eastern regions.

The challenge is that while accepting these circumstances, Washington does nothing to deter Moscow, through diplomacy or military means, from thinking that the situation will not shift further in its benefit in the months ahead.

Divergent Views

Therefore, Russian leadership is certain that duration works to their advantage – that Ukraine and its supporters are approaching exhaustion. Their reason to agree to terms that does not give them the greatest potential benefit is virtually nonexistent. There may be multiple initiatives to stop fighting, but they will carry on as long as Russia's government remains supremely confident in the result.

On the contrary, Ukraine's government believes that Ukraine can still hold out, slowly losing people and territory but avoiding a complete military breakdown until conditions improve in its advantage.

Current Realities

Objectively, there are no real preconditions for a truce. Now, personal considerations are coming into play: political desires to mediate resolution and achieve global acclaim, and Kyiv's double obstacles – on one hand, not to distance important partners, and on the other, to unite the population around the country's interests against any plan Kyiv finds unsuitable, so that their focus does not move to internal issues. And although their mission will now be considerably more difficult after recent developments, it remains highly unlikely that this will modify their basic position.

These two forces are influencing discussions.

Conclusion and Outlook

It took a just a single week to eliminate the 28 points of the latest plan. Aggressive and erratic handling of the matter by American leadership, resistance by Ukraine and the other European countries, along with calming attempts of diplomats, and finally, recent disclosures, all achieved their purpose.

While new proposals based on established approaches are approaching, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to resist political attacks from Washington that are founded on Moscow's terms and show specific hesitation to alter the situation, if they maintain solidarity and enhance their military capacity at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the predictable period, mainly require ongoing international assistance.
